The Alta Vista, like the Buena Vista, is a true mixte frame with the double top tube/stays extending front to rear. While the Buena Vista was designed to be as a sport touring bike with drop bars, the Alta Vista is specifically designed as a gravel bike for flat bars or city bars.
Its retro good looks gets second glances on your errands or commutes, but it is rugged enough for off road fun and loaded touring.

Can this fit 700c or 26" wheels?
No, it only fit 27.5 (650b) wheels
Is this similar to a 90's mountain bike?
It can do a lot of the same type of riding as a 90's mountain bike (fire roads, singletrack), but bottom bracket height is not as high as a mountain bike, so pedals are lower to the ground. And it is not designed for a suspension fork.
